Kleinschmidt Announces Strategic Alliance to Expand Oil and Natural Gas Services

Kleinschmidt Associates is strengthening its natural gas and oil infrastructure and environmental services offerings by forming a strategic alliance with Tom Russo of Russo on Energy, LLC. Mr. Russo’s unique regulatory knowledge of the Energy industry gained during his more than 30 years at the Federal Energy Regulatory Commission (FERC) will compliment Kleinschmidt’s natural gas energy expertise. The combined forces can reduce permitting schedules and associated costs and address the permitting, engineering and biology associated with mitigation for natural gas, oil and natural gas liquids pipelines, and liquefied natural gas (LNG) clients. Mr. Russo will be working closely with Kleinschmidt Senior Vice President Scott Ault and Senior Project Manager Kelly Schaeffer on all oil and natural gas services projects.

Mr. Russo is an expert in environmental regulatory compliance, energy infrastructure, environmental impact assessments, energy markets, and physical security. Prior to founding Russo on Energy in 2015, Mr. Russo worked for over 30 years as a manager and senior energy industry analyst at FERC. During his career, he amassed experience in hydropower licensing, NEPA environmental impact assessment of projects, business process reengineering, and natural gas and crude oil markets. Mr. Russo thoroughly understands the Natural Gas Act, Natural Gas Policy Act, Federal Power Act, National Environmental Policy Act (NEPA) and Energy Policy Act as they apply to natural gas and hydroelectric projects. Mr. Russo also has a comprehensive view of energy, climate change, and the effects of the U.S. Shale Revolution on global markets.

Kleinschmidt is well-known throughout the power industry as a consultant that provides practical solutions to complex problems affecting energy, water and the environment. Kleinschmidt primarily works with power utilities and independent developers by providing state and federal licensing and permitting, mitigation and permit compliance, NEPA analysis, environmental science, water resources engineering, water infrastructure engineering, and hydropower engineering.  Kleinschmidt has developed the Pipeline Waterbody Risk Assessment (PWRA) as a performance-based approach to managing risk in new and existing pipelines. 

Mr. Russo and Kleinschmidt are conducting training on the PWRA and FERC hydroelectric project relicensing in Houston and Washington, DC, respectively.
