Since joining Kleinschmidt in 1992, Andy has been involved in a broad spectrum of work associated with environmental policy pertaining to hydro relicensing and compliance. Andy coordinates the FERC relicensing process for hydro clients through analyzing effects on resources and economic modeling. He is experienced in facilitating the agency consultation and negotiation required in connection with FERC license applications and license compliance. Several projects have developed Andy's ability to analyze and evaluate the balance between protecting and enhancing natural resources and maintaining project economics and social values to assist in negotiating terms and conditions of new hydropower licenses. He has a solid working knowledge of NEPA and FERC licensing regulations, including requirements governing Traditional, Alternative, and Integrated Licensing Processes and the development of Exhibit E and Applicant Prepared Environmental Assessments (APEA).

Andy also assists clients with planning and developing document-tracking databases and Web sites for stakeholder outreach. He has assisted several clients to evaluate the benefits of developing Web-based applications that will allow for centralized data management with accessibility for users. Andy’s efforts help clients identify how FERC's new requirements will affect them and how to use information management tools  to meet those requirements and improve the efficiency of their own processes.
