Paul specializes in valuation studies, due diligence reviews, project assessments, and has been qualified as an expert in multiple court proceedings. He is experienced in the planning, design, and operation of hydroelectric power plants and related mechanical systems. 

Paul serves as an independent reviewer of hydropower projects for lending institutions, private developers, utilities and law firms. He has performed or witnessed the testing of more than 75 hydroelectric turbines. He also provides expert consultation for litigation involving design and operation of hydroelectric projects as well as providing consultation for on-going operation and maintenance of hydro plants. Paul has performed numerous valuation studies and testified in multiple court proceedings related to property taxes and valuation of power plants. As a member of valuation teams, Paul has supported various appraisers with the income and market approaches to value. Additional responsibilities include the direction and preparation of feasibility studies for hydropower redevelopment, analysis of alternative energy production technologies and technical review of special projects. 

Paul graduated cum laude from the University of New Hampshire with a B.S. in Civil Engineering and a minor in Business Administration.
