Client Needs:

Madison Paper Industries’ (MPI’s) Anson and Abenaki Hydroelectric Projects were relicensed by the Federal Energy Regulatory Commission (FERC) in 2004. The licenses required that both projects develop downstream fish passage facilities for adult American eel. To address this resource issue, MPI has modified its existing facilities and operations to facilitate the movement of silver eel downstream past both facilities. The licenses require post-installation effectiveness testing be completed to demonstrate that established passage targets are met.

Kleinschmidt Solution:

Kleinschmidt staff has assisted MPI with agency consultation, study planning, study implementation (hydroacoustic, radio-telemetry, and PIT-tag studies), and data interpretation to develop an understanding of eel passage effectiveness and behavior at the two dams. Kleinschmidt completed individual studies in 2005 (hydroacoustics), 2007(PIT-tag), 2010 (radio-telemetry), and 2012 (radio-telemetry).

Client Benefits:

Through implementation of downstream eel passage studies and facilitation of a collaborative agency review process, Kleinschmidt has enabled MPI to make informed decisions related to operations and protection measures for adult eel, assess the effectiveness of existing interim passage systems, and meet compliance directives from the agency stakeholders and FERC.
