Client Needs:
The New York Power Authority (NYPA) required consulting support for the preparation and execution of the FERC relicensing process for its 1,160 MW Blenheim Gilboa Pump Storage Project (B-G).

Kleinschmidt Solution:
Kleinschmidt is assisting NYPA in all aspects of the relicensing efforts for the B-G Project and is leading a licensing team that includes Gomez and Sullivan Engineers, PC and TRC Solutions, Inc. An initial task involved developing a strategic assessment of the preferred approach to licensing (i.e., Integrated Licensing Process [ILP], Alternative Licensing Process [ALP], and Traditional Licensing Process [TLP]).The team developed a Project Information Document (PID) to facilitate informal consultation with stakeholders. Afterward, Kleinschmidt assisted NYPA in developing a Pre- Application Document (PAD) and Notice of Intent to Relicense (NOI). Early initiation of the PAD process has allowed NYPA to identify information gaps and to conduct field studies to fill these gaps prior to initiating the formal licensing process. Kleinschmidt conducted a covertype mapping survey, a recreation and aesthetics study, an entrainment study, and a water quality study. The B-G PAD and NOI must be filed between October 30, 2013 and April 30, 2014. Following submission of these documents, the Kleinschmidt Team will undertake the implementation of the relicensing process.
