Client Needs:
The Alabama Clean Water Partnership sought a qualified consultant to help develop a management plan as a result of a Clean Water Act Section 319(h) grant. Funding was provided to develop a management plan that would provide the framework for implementing best management practices (BMPs) for nonpoint pollution source control.
 
Kleinschmidt Solution:
The Alabama River Basin Management Plan encompasses seventeen counties along the mainstem Alabama River and its tributaries. The basin extends from the confluence of the Coosa and Tallapoosa Rivers to the Alabama’s confluence with the Tombigbee River. The river basin plan, developed by Kleinschmidt over an 18-month period, involved significant public stakeholder input in identifying water resource issues and solutions. Watershed community outreach and coalition building were key elements in the approach. Kleinschmidt established a project steering committee and a riparian protection and restoration action team to assist in plan development. The holistic river basin plan identifies environmental concerns, challenges, and impairments; and provides stakeholders with reasonable courses of action to protect, restore and maintain the chemical, physical, biological, and habitat integrity of aquatic ecosystems. Nonpoint source loadings and water quality modeling was a central focus during plan development. Best management practices are identified and evaluated for expected loading reductions.
