Paul is a senior water resources engineer and project manager with more than 17 years of experience in hydrologic and hydraulic (H&H) modeling, water resources planning, design and construction, public engagement, and project management. Paul has extensive experience with the FERC Engineering Guidelines, IDF Studies, risk-informed decision-making (RIDM), consequence analysis, and life-loss estimates. Paul was the Hydrology and Hydraulic Subject Matter Expert (SME) for the Advanced Screening Level Risk Analysis for Dam Safety Prioritization for five FERC Regulated Dams in Northern Wisconsin in 2019 and 2021. This work was conducted in conjunction with FERC as a pilot study for the newly adopted FERC regulations and used by the owner as a RIDM framework for dam safety decision-making. It was conducted under the observation of FERC risk engineer Eric Gross. Paul is a FERC Approved IC with the following qualifications: 10+ years of experience in the evaluation, design, construction, monitoring and operation of dams, Professional Engineer, has served as the H&H SME in FERC Potential Failure Mode Analyses (PFMAs), Screening Level Risk Assessments (SLRAs), Semi-Quantitative Risk Assessments (SQRAs) and has completed the USSD SQRA Training Course DLS-103 Leveraging PFMA to Perform SQRA in 2021.
Paul holds a Bachelor of Science degree in Civil Engineering from the University of Wisconsin-Milwaukee. He is a licensed Professional Engineer in Wisconsin and a Certified Floodplain Manager. Paul is an active member of the Midwest Hydropower Users Group (MHUG), the National Hydropower Association (NHA) and the Association of State Dam Safety Officials (ASDSO).
