Dominion Energy South Carolina (DESC) faced the intricate task of relicensing the Parr Hydroelectric Project, encompassing the Parr Shoals Development and the Fairfield Pumped Storage Development. This endeavor required meticulous planning, extensive stakeholder engagement, and a deep understanding of regulatory frameworks to secure a new Federal Energy Regulatory Commission (FERC) license for a project with a significant 526 MW capacity. The challenge lay in navigating the relicensing process while ensuring the project’s operational flexibility and economic value remained intact, amidst evolving environmental and regulatory landscapes.

Kleinschmidt, leveraging a longstanding relationship with DESC since 1988, embarked on a collaborative journey to address this challenge. Our approach began with identifying a client-preferred relicensing process, crafting a strategic plan tailored to DESC’s goals. We facilitated stakeholder issue identification workshops, serving as foundational scoping meetings, and engaged with various groups to outline necessary relicensing studies. Our development of an Operations Model was pivotal, offering stakeholders a clear understanding of the project’s impact

Operational and Economic Preservation: Enhanced stakeholder involvement through transparent communication and collaboration, leading to the development of a mutually agreed-upon Settlement Agreement.
