Campbellford Plant 1 Concrete Repairs

Substructure investigation, assessment, and repair design

Peterborough Utilities Inc. (PUI) required engineering support to investigate and design repairs for several areas of the station that had experienced mild to severe concrete deterioration. The work also included assessing the structural integrity of the original trash rack steel support frame and the development of a performance specification for the replacement of the trash racks and support frame. PUI required engineering support and part-time inspection service during the construction phase of the project.

Kleinschmidt provided an engineering assessment of the substructures based on an above-water visual inspection and review of a previously performed dive inspection of the east substructure wall to determine the need and prioritization of concrete and structural remediation measures. We conducted visual inspection of the substructure, which combined with the dive video review, were used to inform of the function and condition of the concrete substructure wall, and supported comments and recommendations. Kleinschmidt also inspected and evaluated the condition of the concrete deck at the ice sluice and three deteriorated areas on the upstream sluice infrastructure, the trash racks, and trash rack support frame during a canal dewatering outage. We evaluated the best solution to rehabilitate each of the areas and completed the engineering design, drawings, and technical specifications required to support tendering of the construction work for the chosen solution. Kleinschmidt provided services during construction and part-time site inspection.

Based on Kleinschmidt’s engineering review of the substructure wall and responsiveness in addressing the additional upstream deteriorated conditions, PUI was able to redirect funds initially set aside for what were initially expected to be “urgent” repairs to the substructure wall, to more emerging “urgent” concerns found during dewatering of the powerhouse intake canal and ice sluice. PUI bundled all the rehabilitation projects together for construction during a planned outage saving money, reducing outage costs and reducing risks.
